This set has a flat bisque runner on the bottom with the interior of the bottom where the stopper goes is glazed. I believe this set to be American Bisque by the style of the elephants. Each S & P measures just shy of 3 1/2" tall.  These have no markings and date from the period of the late 30's to 50's. BUYER PAYS CALCUATED USPS PRIORITY MAIL SHIPPING RATE (USA ONLY).
